Democracy Live’s OmniBallot Online system is a web-based platform that supports electronic blank ballot delivery, online ballot marking, and the electronic return of voted ballots (internet voting). OmniBallot Online is hosted on Amazon Web Services (AWS) cloud and can be configured and customized by jurisdictions to appear in different languages, require different levels of voter identification, and be hosted by the jurisdiction. OmniBallot Online is a server-side system, meaning a voter’s selections are sent to a remote server is employed for ballot marking and creation. DFM Associates’ Election Information Management System (EIMS) is an election management system that can be used in the same manner as an electronic poll book: to check in voters, confirm voter status, and to void a voter’s original ballot and issue a new one. DFM’s EIMS software can be run on a commercial off-the-shelf (COTS) laptop and keeps an audit log of which actions each user has taken, including which voters they have searched. In 2020, DFM created the Vote Center App, which is used by some California counties in the manner of an electronic poll book system. Like EIMS, the Vote Center App can be run on a COTS laptop and has similar — but limited — functionality and is intended to be easier for poll workers to use.

VOTEC’s VoteSafe electronic poll book system is used in place of printed paper poll books to check in voters and serves as a comprehensive election management tool. VoteSafe software can be run on a commercial off-the-shelf (COTS) laptop or tablet, and supports the retrieval of a voter record, records voting history, and allows poll workers to confirm a voter’s eligibility, precinct, and ballot style. VoteSafe connects to VOTEC’s election management tool, which monitors polling places and voter activity levels in real-time. In 2016, VOTEC debuted the WelcomeVoter Kiosk, an electronic poll book setup that includes a voter-facing tablet mounted on a stand, which connects to a poll worker-facing COTS laptop. The fixed arrangement allows both the poll worker and the voter to see the same screen without flipping a shared tablet back and forth. It also allows the voter to select party-specific ballots in primary elections, permits the voter to make changes to their information, and provides options and instructions in languages mandated in the jurisdiction.

Each tablet is equipped with a camera to scan voter identification document barcodes. The Precinct Central software connects to the Precinct Central Console, a web-based .net application that allows elections staff to remotely monitor touchpads, poll workers, communications, ballot inventory, voter check-ins, and absentee ballots in real time.

EViD electronic poll book software runs on commercial off-the-shelf (COTS) laptops owned or rented by a jurisdiction. The optional ballot interface allows jurisdictions to print ballots in-house. VR Systems’ also sells the EViD Compact, which is EViD software run on a COTS tablet housed in a plastic unit with an integrated barcode scanner, integrated thermal printer, and attached signature pad, as well as the EViD Edge, which is EViD software run on a COTS tablet and is coupled with a barcode scanner and signature pad. The EViD electronic poll book software application can run in one of three modes: Early Voting, Voter Check-in Station, and Clerk Station.

These systems are not designed and built by commercial companies; instead, they are developed in-house by a state or county and are specific to the jurisdictions needs and election codes. The first U.S. in-house electronic poll books were developed in 2009 in Cerro Gordo County, Iowa. In-house systems are often run on commercial off-the-shelf (COTS) laptops or tablets and can be linked to a state’s voter registration database. Many states use a certain number of laptops for checking in voters and one or more for registering voters at the polling place. Most poll workers will likely have the ability to check in voters but may not have administrator capabilities in the software program.

The Robis AskED ePollbook is an electronic poll book system that runs on commercial off-the-shelf (COTS) laptops or tablets. The system is intended to replace printed paper poll books by allowing poll workers to answer yes or no questions to determine each voters’ eligibility, determine each voter’s correct ballot style, and determine whether a voter must complete any required paperwork. The AskED Command Center allows election officials to see what is happening at every polling place location, the status of each ePollbook, voter turnout by polling place, provisional ballot counts, and the jurisdiction’s complete voter roster. When the application is run on a laptop, the ePollbook setup includes a barcode scanning gun and a signature pad. If a jurisdiction is running the application on a tablet, a barcode scanner is integrated into the tablet and signatures can be entered directly on the ePollbook’s screen. The AskED epollbook application can be configured to work with a ballot on-demand printer and a COTS printer for printing directions
